Title: Facilities Manager (FM) (AS3)

Purpose of Role: The role of the FM is to provide a safe, secure and high quality environment for our colleagues, contractors and visitors. The role should ensure the site is compliant on all levels and that all of the services both internal and external are run efficiently and effectively in order to provide the highest level of service possible. The FM should at all times strive to improve the standard of the premises/facility/building and the working environment.

Dimensions of Role: The FM will be expected to deliver monthly reporting based on the Facilities Support Service desk, M&E, Energy and Environment and H&S for their site and will be expected to achieve the agreed SLA's for the business. The FM will be expected to run multiple projects and work to improve the facility and raise the standard of service delivered to the business both by the facility and the team. The FM is expected to develop the team and the service to suit the requirements of the business, the Real Estate function and to provide best in show services at all times.

Reporting Relationships: The Facilities Manager reports to the Head of Facilities. The role has various direct reports such as the gym staff and the facilities team. There are various service providers to PA which this role will also manage such as hospitality, catering, cleaning, grounds, M&E etc.

Key Accountabilities: To deliver and maintain a 5 star standard environment for our clients, our visitors, our people and our tenants.

Manage and develop relationships as the building management acting on behalf of the PA landlord from the application of license to alter, maintenance of records and schematics through to all operational requirements and agreements.

Lead and manage all building works, alterations and development projects throughout the building

Responsible for the on-going maintenance and planned upgrade of the M&E hard services to the building

Responsible for ensuring legal compliance at all times with all regulatory bodies and accreditations

Manage and review the service provision of all 3rd party/external providers within CTC to ensure value for money and quality of service delivered.

Full control of budget/P&L (~£3m p/a) for the building Facilities including forecasting and ensuring accurate re-charging for services, rents etc. Working to increase efficiency and drive down costs without compromising quality or service.

Responsible for effective management of H&S within CTC to international industry recognised standards maintaining legal compliance at all times.

Responsible for meeting and exceeding PA's commitment to Energy and environment within CTC - keeping to international industry recognised standards maintaining legal compliance at all times.

Provide regular reporting to senior management on progress within the building regarding upgrades, service desk, H&S and E&E

Authority Levels : The role can authorise regular day to day maintenance and improvement works but will be regularly challenged on competitive pricing. All significant change will be subject to internal approval from Head of Facilities and Global Head of Operations. Decisions greatly affecting look and feel will need internal approval to ensure they are in line with PA's vision for the function and future of the site.

Key Relationships: The role will work closely with the internal and external tenants of CTC and will ensure that PA and all other parties have a collaborative relationship at all times. The role will also work closely with PA's internal members from Partners through to Practice managers and admin staff. The FM will work closely with the CTC H&S Manager who is responsible for the H&S of CTC's highest risk occupier. The FM will be responsible for all service provider relationships within the building.

Key Challenges: The successful candidate will need to manage multiple stakeholders across the premises/business with different priorities. At the same time they will need to manage expectations whilst acting a leader for facilities on behalf of the PA Landlord and ensuring adherence to all building management procedures such as licence to alter, maintaining accurate drawings/records etc.

Full ownership and responsibility for the site and help to develop the H&S awareness and culture throughout the business leading by example in the head office.

Management of external service contracts ensuring regular service and market review. Improving the standards of all service providers and the service being delivered to the business.

Full ownership/responsibility for Energy and Environment for the site and help to develop E&E awareness and culture throughout the business leading by example in the head office.

Relocations and office moves whilst minimising impact to the business

Space planning and management in a heavily populated space in central London where hot desking is promoted and cultural. Managing space in a consultancy business with the challenges of people's place of work varying from client site to head office.

Person Specification: The candidates will need demonstrable experience (at least 5 years) of working with hard services/M&E, ability to show a basic understanding of HVAC, Electrical systems, PPM and be able to provide effective control/management of such systems without needing to be an Engineer.

The successful candidate should be confident and able to communicate effectively to all levels within the business managing expectations and relationships at all levels within the business.

Significant and demonstrable experience of managing and delivering high end client facing premises

Demonstrable experience (at least 5 years) of high value 3rd party contract/service provider management including hospitality, catering, cleaning, grounds, M&E etc.

An in depth understanding of H&S compliance and risk management with a NEBOSH or equivalent level H&S qualification. Experience of BS OHSAS 18001 and/or HSG 65 necessary

Energy and Environmental experience - ISO14001, Carbon Trust Standard, IEMA or equivalent level E&E qualification.

Experience of working with a broader range of industry recognised management systems such as 27001 or 9001.

Experience of working in multi tenanted buildings, working with building management providers and service charges.

Demonstrable project management experience.

Experience of high volume relocation management.

Experience of space planning, space efficiency and change management.

Line Management experience.

They should display great attention to detail and take pride in the service/premises they manage and deliver.
